Buying a Villa in St Barts

Recently we (Bob and Mary Ann Green!) added a four-bedroom villa in St Barts to our Anguilla property, where we live. We are going to rent it as it for holiday getaways (click here to rent!)

We plan to upgrade this villa (building in the Caribbean was not enough of a challenge - now we have to try it in a foreign language). If anyone recognizes the villa from a stay in St Barts, please send us your suggestions for improvements([email protected]).

We found that the purchase process has some similiarities to Anguilla, but many differences. There is no Alien Land Holders license nor any special transfer tax for foreigners, and in most ways outsiders are treated the same as residents. The transfer tax is 7% in most cases.

A key legal figure is the Notaire, who we don't have in Anguilla or the USA. He puts together the buy-sell agreement for both parties, holds the funds, and organizes the closing.

Before you make an offer, be sure to talk to a lawyer about the purchase of real estate in St Barts. There are some legal issues, such as French inheritance law, and the lawyer can offer general advice during negotiations also. Don't expect procedures to be the same as the USA (i.e., truth in selling laws, title insurance, etc.) We used and recommend Chantal Decombe-Greaux, Gustavia, St Barts. Unlike Anguilla where development is still considered a positive, St Barts thinks it has enough buildings and pools. Do not bother looking for bare land to build a house on. The island is in an anti-development phase, which could last for years. Land without a building permit is virtually useless.

There are several realtors, but no Multiple Listing service. Therefore you need to consult several agents to see all the villas available. We looked at 3 or 4 houses with each of 4 realtors. But many villas are shown by several agents. So be clear which realtor is presenting which villas, to avoid disputes later. Realtors are paid by the seller, as in the USA.

Prices in St Barts have been appreciating steadily since the 60s and are higher than in Anguilla. The ban on new development is likely to increase prices further. Forum discussion.

Alex Ballin Wins Bartender of the Caribbean

Read this report from The Anguillian on the Caribbean Hotel and Industry Conference in Puerto Rico. "Alex Ballin won the Bartender of the Year competition from among a field of 12 top bartenders in the region. Her rum-based cocktail called Island Twinkle won her a gold medal in the final �mystery basket� round and the coveted Bartender of the Year. Alex is a popular bartender at The Pumphouse. ... Sherille Hughes [of Paradise Cove was appointed] as one of the Regional Vice Presidents of the CHA ... the and 2004 CHA Executive of the Year Award was presented to Mimi Gratton in the small association category."

Thanks for the Books!

Visitors have really helped with the www.islandbooks.ai drive to collect more reading books for the Anguilla primary school children. Mike Bass of Cherry Hill, NJ writes:

We made our 4th trip to Anguilla last week, and are now home. We met with Art at the Alwyn Allison Primary School, and upon our return have made tremendous headway in getting books to Anguilla. A local school near to me in NJ donated lots of used taxtbooks: Spelling, history, health, etc, as well as a printer and a scanner. Three couples, regulars to Anguilla, are buying PM Reader 2 series as a donation, I have already notified Art of this. Many others are sending cases of books. Anguilla will soon have more books than it know what to do with!

I am in daily communication with Art on everything, and he seems to have a good handle on it. Anything more we can do let us know, but the participation is growing!   June 9, 2004

The primary schools in Anguilla have been using the Joy Readers, which are a set of reading books at different levels that really help new readers. For guests with WiFi equipped laptops, there is high speed internet access (802.11 b/g) in the restaurant/pool area, available for a flat charge of $25 for up to a week's stay. They also offer cabled high speed access in our Deluxe rooms, using Ethernet or USB connections. Advance booking with reservation is required. The cost for in-room access is $12 per day (minimum $25), or $70 for a week. For casual users, access through their office PC is also available with a minimum charge of $10 for up to 15 minutes.

Traffic Warning

When making a left hand turn off of Queen Elizabeth Avenue to go to Shoal Bay, or a right hand turn down towards Lakes, you can no longer rely on people slowing down to go over the speed bump, mainly because the speed bump has been removed. So you have to look further down to insure that it is safe to turn.

Great Air Rate from West Coast

Molly Sumption of Travel Concepts/Caribbean Concepts in Seattle has an excellent air rate to Anguilla, good from any city in the US. However it works best for West Coast travelers. She can only package it with accommodations. She cannot sell the air separately. It is $633 plus taxes and fees, regardless of the originating city. The rate is not available for holiday travel. As is usually the case, Altamer is humming with news. Click the link above to download their newsletter in PDF format. They now have a webcam of Shoal Bay West that actually shows waves breaking (you do have to download a viewer).

The second villa, now called the Brazilian Emerald, opened in December and the final villa ("African Sapphire") should open in September. The original villa, whose gardens are now quite mature and well-developed, has been renamed the Russian Amethyst.

Summer and Fall Specials. For example, enjoy one of their villas as a three bedroom villa (instead of the full complement) for $2500 per night. 3 night minimum. Or take four bedrooms for $3000 per night.

Update on Cerulean Villa

Bruce Hearn, the General Manager of Cerulean Villa, has been in the resort hotel business for over 30 years, 25 of those years in the Caribbean managing properties like Little Dix Bay, Caneel Bay, Bitter End Yacht Club, Golden Eye in Jamaica and most recently Carenage Bay on Canouan Island. He joined Cerulean in December 2002.

Bruce says that what distinguishes Cerulean among the "Super Villas" on Anguilla is their staff of 14, who are totally dedicated and focused on only the guests staying at Cerulean. Their Executive Chef now is a very gifted young Anguillan, Anderson Gumbs, who has trained at Malliouhana.

Papa Lash's Food Van

Papa Lash's food van serves up tasty vegetarian and a selection of other snacks and lunches for people on the go. It is usually located in the Ronald Webster parking lot opposite the Anguilla National Trust in The Valley. The cuisine is tasty and very reasonably priced. They serve breakfast and light lunches and usually open from 7:30am - until about 4:30pm weekdays.
